force-skiptest linux-meta-riscv64 in mantic-proposed

Similar to linux-meta-raspi, no riscv64 testbeds, yet triggering a bunch of autopkgtests on all other arches and waiting for them to complete for no reason.

I think it's fine for this to be merged (which was done).

But linux-meta-riscv builds *only* architecture: riscv64 binary packages.

So why was this change *necessary*? That points to a bug somewhere else.
