Add support for a NO_ACT env variable

For rolling out britney to a new machine, we want end-to-end testing of the
process without side-effects (sending email, queuing test requests, changing
the archive). The existing britney2 --dry-run option is unsuitable for this
because it also fails to output reports (update_excuses and update_output)
which makes it a bad fit for checking correctness of the behavior.

Add support for a new NO_ACT env var that only disables the bits that
interact with external services.

Use --nuninst-cache when calling 'stats' immediately after calling 'run'

Without --nuninst-cache, we are regenerating the uninstallabilities list
from scratch that was just generated as part of the previous britney2 'run'
invocation. Don't do this, just use the already-generated data.

britney: do not eat error code from make_hints_git

At impish opening, make_hints_git failed to download/checkout any
hints, printed an error message, and carried on to process and copy
all the things from -proposed to -release, even though there was block
all sources hint in devel branch (but britney did not yet know that it
should use devel for impish).

Already quite a lot of openjdk-* packages are marked on i386

Even when the timeout and infrastructure problems would be solved these
tests don't work well on any architecture:
- armhf -> ignored
- amd64/ppc64el/s390x -> never worked
- i386 -> all runs have the same ~200 fails before crashing the infra

force-badtest systemd (LP: #1892358)

Regression due to test env change made the systemd-fsckd way too flaky.
As discussed in (LP: #1892358) it has to be marked flaky. Mark it as badtest
until an SRU does so.

continue the pglogical journey in regard to PG-11/12 switch

This is further continuing to bring back thins removed by LP: #1862601
now that compatible code is available.

I yesterday added force-reset-test pglogical/2.3.0-1, but it didn't work.
All but ppc64 were fine and considered it "always failed" as intended.
But on ppc64 that didn't work out.
On http://autopkgtest.ubuntu.com/packages/p/pglogical/focal/ppc64el we have
the following even on retry.

britney: identify bug blocks against the nominated series as well as devel

When searching against a distribution we only actually will find tasks on
bugs open against development. This leads us to miss bugs which either
have a closed development task or have no development task at all. This
affects bugs in then development series which have no general development
task, and those nominated to older series and have a closed development
task. In particular these forms are seen with kernel tracking bugs.

Enhance the blocking bug search to search in both the distribution and the
associated series.

This has been run in unit-test against development and produces the same
block list there. It has been tested against the current live stable
releases and seems to produce believeable block lists, and significantly
longer ones in those releases.

Multiple i386 test issues present:

1. testname=configure
checking for nss... no
configure: error: Package requirements (nss) were not met:
No package 'nss' found

=> That is essentially an i386 test trying to build with mixed dependencies
   installed.

2. testname=libknet
+ pkg-config --libs libknet
Package libknet was not found in the pkg-config search path.
Perhaps you should add the directory containing `libknet.pc'
to the PKG_CONFIG_PATH environment variable

=> Again a mixed i386/amd64 config/build try failing.

2. testname=libnozzle

+ pkg-config --libs libnozzle
Package libnozzle was not found in the pkg-config search path.
Perhaps you should add the directory containing `libnozzle.pc'
to the PKG_CONFIG_PATH environment variable
No package 'libnozzle' found

=> Again a mixed i386/amd64 config/build try failing.

All reproducible in a local autopkgtest.

E.g. on nss due to being the i386 test we have in that test system:

But then once we resolve all that way it is identical to the amd64 test.

Note: kronosnet exists for i386 as it is a dependency of corosync which
exists for i386 still.

Therefore overall I think it is ok to disable the i386 test of kronosnet as it
won't work that way in our new i386-reality.
To do so I'd suggest we change the versioned badtest that we already had to a
non versioned one (and moving it to the right section).

force-reset-test mysql-8.0 on arm64

I believe these tests is just taking too long on arm64, most of the time, and
hit a timeout.

By looking at the history at
http://autopkgtest.ubuntu.com/packages/m/mysql-8.0/focal/arm64, the tests are
aborted (via a timeout message) at different stages: I've seen 81%, 97%, 84%,
82%, and so on.

Something changed in Focal or the test-env and now re2c is working fine again.
And I mean not due to the former masking, but really passing all tests.

mark systemd broken on armhf

In the discussions in LP: #1845337 we realized that since recent
changes [1] to the infrastructure new directories are exposed [2].
Due to that this test is broken on LXD which currently means on armhf.

A following systemd upload could fix the test by adding the
directories to the list of filtered paths, but for mask the
bug as known bad test.

This is intended to fake up entries in Packages. If they are already there
(because the FauxPackage-requiring situation doesn't apply to this release),
don't do anything.
