Hmm im not 100% sure what the expected behavior is, what I get is:
Mouse over an icon:
Says: "Window"
Mouse over a new icon:
Says: "Window"
Clicking on an icons:
Says nothing on some windows, other windows says the title text.
If this is expected, then it looks good to me :).
