The locale environment is broken by default on the phone when running something from the shell including the way autopilot runs test cases, so installed locales aren't visible to Qt. On the desktop you can actually see the locales you would see in the language settings or 'locale -a'.
Hmmm indeed switching only works when it uses the "Custom" locale, checking that.
