ubuntu-fan is acting weird on autopkgtest.u.c, most likely due to some
proxy issue there. I cannot reproduce the problem locally, and it's
currently blocking docker.io from migrating.

force-badtest ruby-tilt and ruby-zeitwerk on ppc64el

These two tests are affected by a bug on ppc64el that is likely coming
from ruby3.0 or (worst case scenario) glibc itself.

postgresql: armhf test environment triggers permission issues

This is slightly odd as outlined in [1] it is only occurring in recent
bionic armhf tests. The root cause is clear and fixed later on via [2].

We don't want to push an SRU package update just for this self-test fixup
and in these packages case the tests on armhf cover exactly the same
as the other architectures which still work.

Therefor reset the affected tests on armhf in bionic
