MAASv2_Cleaner: Do not remove release images
In r764 (MAASv2_Cleaner: Also clean v3 streams/images) a refactoring
was done which exposed a latent bug/design. The clean-md step
was called on daily twice rather than daily and release. We do
not want to start cleaning release images at this time, so this
patch will drop the paths to release images/streams leaving only

Use yakkety builders to build Azure yakkety images
Anything earlier doesn't understand metadata_csum, and therefore can't modify
the images.
