builder: Force boot with initramfs on disco

The initramfs-less boot causes a panic on initial boot for disco.
This should send it back to grub to reboot with an initramfs,
but builder image is invoked with -no-reboot on the kvm command
line so the initramfs-less boot mechanism results in a panic and
no recovery. Rather than change how we launch to remove -no-reboot
this patch alters the grub environment to boot the first time with
an initrd.

Setting the initrdfail=1 grub variable for the builder means
that we boot correctly on the first boot and find the rootfs.

Add cloud-init multi-nic workaround for SF Case #222480 (add for 16.04, 18.10, 19.04)

When adding network devices after first boot, network configuration
data is not created and the devices are unusable.

This workaround creates a systemd drop-in file to clear out the
cloud-init persistent object forcing cloud-init to perform network
discovery on each boot.

Move /etc/network/interfaces include directive back out of config_udev.

Appended include directive in /etc/network/interfaces needs to exist for
both upstart and udev solutions. So, it can't live exclusively within
config_udev_or_netplan function. It needs to be present on all non-netplan
environments (upstart and ENI), but test we are not a netplan enabled
image before manipulating /etc/network/interfaces.

When pre-caching docker.io, don't pre-cache cgroup-lite

docker.io Recommends cgroupfs-mount or cgroup-lite. When we run apt-get to
perform the precache, it sees that cgroup-lite is going to be "installed", so
it doesn't download cgroupfs-mount. However, when a user later does `apt-get
install docker.io`, apt-get will resolve cgroupfs-mount as the preferred
dependency and therefore still download it.

Add and use local keyring for verification of apt data.

A transition is being made from signing with the dsa1024 'Archive'
signing key below to the newer rsa4096 Archive key.
In zesty, the package installed keyring no longer contains the
older keys.

Without this, if running on zesty, then mfdiff will fail to download
changelogs (using apt.cache), as it will not trust the data.

The solution here is to check in the gpg keyring that was provided
by the Ubuntu 16.04 (xenial) package ubuntu-keyring, and to use that
for verification.
