Update cloud-init configuration

- Add cloud-init datasource identify policy (ds-identify.cfg). The policy
  configured requires cloud-init systemd generator to detect local datasource
  to enable cloud-init, otherwise it will remain disabled.
- Enable cloud-init to use netplan renderer for network configurations
- Update writable-paths to sync /etc/cloud and /etc/cloud.cfg.d which enables
  the default configuration of cloud-init in the core image to be merged with
  configuration files which are added to the writable partition.
- Dropped apt_configure configuration, it wasn't correct and cloud-init now
  skips running this module if the system it's running on is Ubuntu Core

bin/mount-image-callback: cleanup getopt short options configuration

The short options were not configured properlty. The '-m' and '-P' options
require input values but this was not indicated as required with the ':' value
in the short opts string. The case-statement parsing options used '-O' as
accepted short option, but this was not advertised in the Usage statement, so
remove the acceptance.

Update sdc:nics json conversion to network yaml.
 - 'primary' key is a boolean, when true, the 'gateways' key is to be used
 - a nic may not include a 'gateways' key
 - 'ips' list may include 'dhcp'
 - values in 'ips' are in CIDR notation, drop/ignore netmask values

Add additional test-cases for coverage.

ConfigDrive: Add support for "bridge" link types

Openstack Mikata LinuxBridge mode emits links with type: bridge
which need conversion into network config bridge. This patch
creates the require keys and copies in any keys from network_data.json
that start with 'bridge'. It's unclear whether the OpenStack
LinuxBridge mode provides the ability to attach interfaces to the
bridge so we do not attempt to populate the key 'bridge_interfaces' with
a specific value at this time.

notifier value on icehouse spams itself with unable to connect to rabbitmq via localhost. It's possible that the rabbitmq relation is broken too since that's not included in the conf. But this works around the issue and fixes glance image-creates.
