Revert "force-skiptest samba on ppc64el due to slow i/o"

This reverts commit 48e5a28f17278cc81f85bdc651d2a74b84ae16f5.

We addressed this by moving samba/ppc64el to big_packages, and the test
passes now, and in 30min or so.
