Changes based on James's review.
* Fix typo in __repr__()
* Rename command_exists() to require_command() and change the signature so
  that the failure mode includes the error string given by the OSError
  exception.
* Restore test_suite() in the __init__.py for subunit, but include a comment
  explaining why that's here.
