test_simplestreams: Sort product list before comparing

Evidently the sort order has changed at some point, and now this test is
failing. Instead of matching the new order, let's sort the lists in-place
before comparing them.

If the [upstream proposal][upstream-proposal] is accepted, we can drop this
code.

Show disabled ESM updates under their own group

We can find disabled (Pin-Priority: never, as set up by
ubuntu-advantage-client) updates using the apt API. We put those into their own
group ("disabled_esm_updates"), shown separately. Finally, that group is set
insensitive. New internal functionality is added to allow this.

generate_extra_overrides: Germinate for stable releases too

Currently we only generate for the release pocket of -devel releases.
This means that Task headers don't get updated for SRUs meaning that,
for example, it's not easily possible to add new packages to the live
seed (other seeds are OK because they get pulled in by Depends of the
metapackage).

Germinate for -updates, and for stable releases. When generating
overrides for stable releases, write overrides to -updates.

This is not a full solution. The immutable nature of release pockets
means that some things can't work properly, for example

  - dependencies of the new package which aren't in -updates won't get
    Task entries
  - *dropping* things from seeds can't work properly, at least not
    without care from consuming code to have -updates dominate release;
    a simple grep-dctrl will not do

update-output-helper: Handle sources which produce binaries of a different version

These have "Source: sourcename (sourceversion)" in their stanza in the Packages
file.

bash was doing interesting things when trying to handle the arguments to
grep-dctrl as a string (it was insisting on tokenising the '(' in "source
(version)" into their own arguments, despite all my pleading), so force its
hand by using an array.

softwareproperties/shortcuts.py: Make add_key() return True. Since r988,
the return value of add_key() is now used to raise an exception.
ShortcutHandler.add_key() always succeeds, so should return True. This
fixes a testsuite failure.

Don't break with the way new gstramer calls gst-install.

New gstreamer codec install API passes the parameters --interaction
--desktop-id and -startup-notification-id to us. We don 't support them (yet),
and should not error out but should ignore them instead. They are part of a new
PackageKit API.

* This upload is about fixing LP: #1043031. Namely the use of LANG guards
  introduced in 0.86 wasn't a correct solution because there is a
  significant class of users who do not use the 'native' locale of these
  fonts, yet this is what a LANG guards tests for. We need the fontconfig
  configurations to apply correctly in these cases too.
* This is the first in a series of experiments aimed at a PPA to come up
  with a solution to this problem.
* Remove LANG guards from fontconfig/69-language-selector-ja-jp.conf as it
  only references Japanese fonts so is harmless for users who don't have
  these fonts installed.
