LGPL is an extension *to* the GPL, not a complete license its own right.
So if you want to give the full license, you include both.
You can actually read it, but 0 is "Additional Definitions" meaning
things beyond what was defined in GPL. And (1) is an *Exception* to
Section 3 of the GPL, etc.
So please, do not delete COPYING. You're right that we aren't cross
licensing. We are just LGPL but that requires having the content of GPL
around.
