plainbox:contrib: rename .policy files to match action id
According to pkexec(1) each .policy file should be named after action
id. Since we don't rely on the actual name anywhere, just on the
presence (or lack of thereof) of the actual policy identifier, it should

plainbox:runner: fix support for user-interact jobs
The runner had incorrect implementation of the run_user_
interact_ job()
that was masked by other parts of the application (both in plainbox
command line client and in the Qt/QML GUI) bypassing the runner
