Shuffle some TcpReceiver API from public to protected

Also, fix client_side.cc ClientSocketContext::keepaliveNextRequest()
logics use of the ConnStateData API to not require so much direct access
to the Comm::Connection pointer (or close it directly).

Also, document a few logic errors in that method regarding pipelining
which have been uncovered during the development of this branch.
