riscv: correct installation path of dtbs

U-Boot with distroboot has:

efi_dtb_prefixes=/ /dtb/ /dtb/current/

So we should install the device-trees into dtb/ and not dtbs/ on the EFI
system partition.

risc-v: require only one network interface to be up

The Microchip PolarFire Icicle Kit and the StarFive VisionFive 2 both have
two network interfaces. If one of these is not connected,
networkd-wait-online.service will cause a multi minute boot delay. Require
only one network interface to be up.
