uc20: build from snappy-dev/image PPA
Currently, to create correct UC20 images, ubuntu-image must call the
new 2.45 beta `snap prepare-image` which is currently only available
from the snappy-dev/image ppa. This can be reverted once v2.45 is in
focal proper.
