Add rebuild archive support.
Description of the change
Add rebuild archive support. Now run like "./build_status.py primary natty i386 amd64 armel powerpc", or "./build_status.py test-rebuild-
I've dropped the active series list, as it's not clear that it was immensely useful, nor obvious how to implement it across multiple archives.
