Remove conn-check deps and add conn-check-configs
Description of the change
This removes the previously added (and unused) conn-check dependencies, except PyAML, and conn-check itself, and adds the conn-check-configs wheel (which also requires PyAML).
This is because since proposing the merge of the c-c deps we have shifted to not shopping c-c with app deploys, but with the conn-check subordinate, and instead we just need the conn-check-configs package and single dep shipped with the app in order to generate a c-c config from the Django settings module.
