Emergency partial workaround for bug 797088. Only attempt to set branches as
official if they are not already set as such.

Make branch_branches_from_lp.py create a new treeless shared repository and put
the branches into it. Also switch the order in which distribution series are
branched to be later -> earlier, so that all the revisions are fetched sooner.
