debian/rules: Enable deprecated and testing tools

This fixes deb builds as they are currently defined but I guess at
some point soon we should think about not packaging the deprecated
ones at all.

Add/delete files to mirror: bluez-5.45.tar.xz

This is the (surprisingly large) set of changes required to convert
the 5.45 git tag into a perfect mirror of the contents of bluez-5.45.tar.xz

So now any additional changes after this are clearly and cleanly the
distro changes.

Apply: bluez_5.43-0ubuntu1.debian.tar.xz

And remove the debian sid files that don't exist in it.

Now we have a perfect mirror of zesty/artful's bluez_5.43-0ubuntu1

shared/gatt-client: Fix removing services with no attributes

If a service has no attributes, like IPSS, just mark it as active and
skip doing any attribute discover.
