Fixed some problematic project_config.get calls. They can't be made since
project_config is no longer a dict.

Understood why project_dict was defaulting to a dict and accepted that the hack
was the only way to go until we can start using the newer version of iniparse
(which isn't yet in Debian unstable and Maverick). The hack can be deleted once
we use iniparse 0.4 (but the current code should still work).

Used iniparse to parse .quickly files.

It seems project_config is being made into a dict somewhere. I can't seem
to find where. This will need to be changed, although I have made a small hack
that deals with that for now.
