Added check for nova-compute ephemeral devices config

This alerts if the nova-compute config option "ephemeral-device" is set
to /dev/sdX or /dev/vgX, to prevent ephemeral devices on landing on a
root drive.

Fix to have the snap working on bionic and jammy.

core20 need to have python libs on stage-packages in order to work
on jammy and bionic series.

update get_juju_bundle method

- models without apps don't crash juju-lint.
