The way the proposed paragraph is written makes it too simplified and does not quite frames the use, or better the reason of such use, of the command line.
IMO the existing paragraph is perfect for what it's proposed, i.e. an introduction to the need of the use of the command line in Xubuntu and on how to do it, strictly speaking on the needs of an average user.
