Infrastructure for finalising and creating "upstream" tarball.

  * Adjust file layout
  * Patch FONTLOG and documentation
  * Fetch and apply Ubuntu Font Licence
  * Patch .ttf metadata: Family name, Version, DRM bits, UFL

This should be unpackaged on top of the .zip arriving from Dalton Maag, and then:

./midstream/rules tarball

Configuration settings are in the top of the 'midstream/rules' makefile.
