Description of the change

This branch adds a migration step to the assemble-* cache. the old script destroyed juju-dist and rebuilt it from tools/releases. The new script will maintain juju-dist/{tools,proposed,devel,testing} and each subtree will have its own cache. The migration step ensures that tools will be found in the juju-dist/tools/releases location when there are 0 tools in it.
