Description of the change
Run windows and centos unit test with the same default timeout as Ubuntu.
The juju Makefile and run-unit-tests both specify a 1200s timeout, but windows and centos are using the default 600s timeout. as Go 1.6 is slower, we need to extend the timeout to the default to gauge comprable performance.
