Description of the change
Run windows unit-tests with the installed gotesttarfile.py
Merges are broken because the gotestwin.poy script was installing the files it thought it needed.
I changed update-eco-slaves to update the developer windows machine

I changed the script to run the remote version of the script that was installed. I cowboyed a copy of this branch to verify it works
