cloud-init proposed run tests from proposed

Previously we were checking out master and then running tests with
the proposed version of cloud-init. However, there are times where the
tests in master are not in proposed source. This makes sure there is
no mismatch and the tests from proposed are ran against the proposed
cloud-init.

Fixed issue in JLP

Issue was type comparison of int and unicode was failing, fixed in JLP
reverting temp fix and putting all tests back on torkoal.
