Fix debian/changelog and manifest.json.

Both of these files got somehow lost in the recent webapps shuffle,
and my original attempt at recreating them was inadequate. This commit
grabs the proper files from what was actually released in distro
previously.

Revert automatic launchpad commit.

I'm not sure what happened here, but launchpad translation system just
clobbered a ton of the translation data that we had before. I checked
in launchpad, and the translation data is in there, but for no
apparent reason it decided to keep it to itself and not share it with
us here in the bzr branch.

Hopefully this is just a momentary hiccup? The correct translation
data exists in translations.launchpad.net...
