Makes bghash only change the gsettings key once per wallpaper change, instead of on every frame it transitions to the next wallpaper.

Splits out the .lens file reading out of FilesystemLenses class and exposes it in LensDirectoryRe
ader, this allows the BFB to directly check the lens files from the disk and we don't start up the lenses as soon as unity starts. Un-reverts the revert done in r2001.
