Lock MarkupSafe version to <2.1.0

Fix "make build" by using MarkupSafe older than 2.1.0.
MarkupSafe version 2.1.0 removed "soft_unicode" method, which is still
used by jinja2 imported by charmcraft, eventually breaking "make build"
in this project.
