Switch to /etc/os-release

Now that Debian imported pollinate, switch to /etc/os-release to avoid
having Debian patching it and introducing a delta.

os-release's PRETTY_NAME seems to be a drop-in replacement for
DISTRIB_DESCRIPTION on Ubuntu systems, but is a bit more verbose in Debian:
debian sid: Debian GNU/Linux 10 (buster)
