initial check in

I scowered the web trying to find copyright information for this package. The
only indicator I can find is its "do" build system indicating that it is public
domain. I found one file that was marked as "2008 Google, Inc." and it was
public domain as well.

If it's not public domain, the development team needs to put up a sign post
somewhere.
