tox: add allowlist_externals to tox.ini for tox4 compatibility

test: adjust the pytest entry point for pre-Kinetic compatibility

In Ubuntu <=Jammy python3-pytest does not install the /usr/bin/pytest
entry point for pytest. Use `python3 -m pytest` instead.

Also: drop the old `test2` target (intended for Python 2 testing), and
make the `test` target run the tests. This also allows us to drop the
override_dh_auto_test from d/rules.

d/rules: relax the dh_missing check (via --list-missing)

dh compat 13 defaults to --fail-missing, but let's keep the previous
default for now, as we're not instaling all the debian/tmp files.

install-deps: install rustc as a tox dependency

python3-cryptography >= 3.4 contains Rust code [1] and it now needs
a Rust compiler and cargo to be built.

Also: remove duplicate line.
