changelog: insert non-imported no change rebuilds

There are two no-change rebuilds in artful-proposed which were missing
on ubuntu/devel so far.
After a discussion on [1] we agreed that adding a new commit at the tail
of the merge is fine to keep rich history.

add Test using tgt and open-iscsi

To really excercise multipath this test serves image files via tgt
and accesses them via open-iscsi.

That is some real multipath usage.

Then it verifies two things:
 1. it runs fio in verify mode while removing and adding paths
 2. it is deterministic, so it checks if the number of active/inactive
    paths is correct eventually
