Merge ~paelzer/ubuntu/+source/chrony:merge-3.5-4-focal-fixup into ubuntu/+source/chrony:ubuntu/focal-devel

On the actual merge the test infa wasn't ready for the i386 removal - so I only was able to run amd64 tests in a local VM. And guess what - many other arches had issues :-/

This is a fixup to get proposed-migration working again.

Can you elaborate a bit the part about the destructive_system_tests test being known to fail on anything other than amd64 and s390x? Is this a bug? Upstream bug? Or a problem with how the VMs are created? Or just an observation based on what we saw in the ubuntu dep8 infrastructure?

It was an observation that I made with no local reproducibility and no
good indicators what exactly went wrong.
So it would be an upstream bug, but one lacking most of the reasonable details.
I can file it thou, just for completeness ...
