I'm not sure who to set as reviewer, the default of core-devs might be a bit too generic.
I'll add the leads of foundations and CPC to re-assign as the see fit.

I don't think we want either of these packages in main. They are transitional packages; while the transition is still ongoing in Debian, in Ubuntu the transition completed two LTS cycles ago.

We should just patch init-system-helpers in Ubuntu to drop the dependency which is no longer needed.

you bring - as always - a great wider view to things like that.
The MR can then be rejected indeed.

I'll change the referenced bug task to get a task for init-system-helpers to tackle it with the approach you suggested.
