Disable predictable interface naming in amphora

The Octavia Amphora agent expects to manage ifupdown eni type
configuration. Try to disable predictable interface naming to
address a issue where hotplugging sometimes fails.

Bring up the first interface and let cloud-init complete the
networking configuration from config drive.
