Add ubiquity-ubuntu-artwork 20.04.15.19somerville1_all to somerville/fossa-common

Description of the change

This needs new features in screen-pkg.py (https://code.launchpad.net/~oem-solutions-engineers/plainbox-provider-pc-sanity/+git/plainbox-provider-pc-sanity/+merge/429040) that:

1. add series-common allowlist (like somerville/jellyfish-common)
2. allow package with specific version only

Note that merging this before the above MP should have no effect in existing checks.

AFAIK, we are not sru to focal only because it only use during installation

The update of the package was to fix Bug #1978931 so that replaced /sbin/start-stop-daemon does not get restored when an update to dpkg is taking place in ubiquity. This does not happen in the general image but only in dell-recovery image, so backporting this patch to focal is unlikely to happen.
