Explicitly install json-c in setup_deb.sh

libjson0-dev is a transitional package for libjson-c-dev; instead of
installing the transitional package, just install the package directly.

(We also drop the dependency on the library package, as the -dev package
will pull it in correctly even if it gets renamed.)
