Description of the change
This branch moves the cups package, as well as openprinting-ppds and three Foomatic-related packages, from the Depends: clause of ubuntu-desktop to Recommends:. This will enable the CUPS server to be an optional part of a desktop install (see bug #302272 for the full rationale).
The OpenPrinting and Foomatic packages need to be moved as well because they have Depends: on cups, and thereby cause ubuntu-desktop to have an indirect yet mandatory dependency on cups (even if cups itself is in Recommends:).
This change should cause little fuss for anyone not interested. Things change for them only if they install ubuntu-desktop with --no-install-

seeds.
