Wouldn't the new file 'map_features_
In general I'd prefer to comment out lines which are inappropriate rather than remove them entirely - both in the main 'map_features.xml' & in the included files.
(Our ideas of what are relevant may not always match with what other deployments wish to do)
We probably also want one new included page which would be the topmost tab to cover those features which we see as most relevant to this domain - starting with those identified in the existing HOT presets file:
