Refactored setPublicKey() and fixed changePublicKey() with a new helper
forcePublicKey(). StoreEntry::forcePublicKey() changed so that it does
not release itself. With this change, changePublicKey() can be called
unconditionally(for each collapsed client) from handleIMSReply().
