Use the subarch in the boot path in the v3 stream.

The V2 stream places the boot kernel and initrd into release/arch/version/krelease/kflavor. The V3 stream has multiple kernels per release/arch/version/krelease/kflavor. This allows the krelease to use the subarch, combined with the kflavor this create a unique path for all kernels.

I've updated the review to use a boolean config value and changed the name. I'm using the subarch as the default as thats what we want going forward. If we ever create a meph-v4.yaml we don't have to carry the config option.
