Description of the change

Contains code updates for easier CBuild deployment. Also has initial scripts and job files for LAVA integration.

The only changes I would make, but not necessary, is moving the README part about the new wrapper scripts at the beginning. When I went through it the first time I was going to perform the steps listed there, but it is much easier with the new scripts: yeah, I didn't read all the file at first.

Other than that, it looks OK.

This looks good, and probably we can submit this to TCWG right away - it's not dependent on other changes and not directly related to LAVA integration - just streamlines CBuild setup process.
