Enable build of melonDS core & package separately

As melonDS is not present in the distribution
package repositories for either Debian or Ubuntu
and all the source files are already here, this
commit splits the build artifacts into two binary
packages. The preexisting 'libretro-melonds' keeps
the wrapper library and core info file, and new
'melonds' package holds the core's binary and XDG
desktop integration files.
