Add missing build dependency on libpcap0.8-dev

This commit makes the following changes:
- Add libpcap0.8-dev to Build-Depends in d/control
- Refresh/reinstate patch to build using system
    libtinyxml and add patch to correct
    misspellings in upstream source
- Install desmume_libretro.info file in correct
    arch-independent directory, sourced from
    libretro-core-info aggregate package
- Provide and install AppStream metainfo XML file
- Fix Makefile syntax evaluating target
    architecture to supply appropriate build
    variable values for success on 32-bit ARM
- Bump debhelper compatibility level from 9 to 13;
    levels under 10 have been deprecated by the
    Launchpad package build system and will be
    unsupported at some future time. Using level
    13 simplifies some of the control files, but
    requires building on Ubuntu 21.10 "Impish
    Indri" or later.
