Adds Ansible_Basic template to the charm generator - which omits a lot of the
charm-helpers installation sync business, along with refactored hook code to
call any playbook context that has an existing symlink in the `hooks` directory

The existing template was cumbersome to refactor every time I wanted to generate
an ansible based charm. While this branch works for my purposes, I wanted to vet
it further before proposing for upstream inclusion
