fixed #1625780 : Secondary monitor menus not opening on mouseover
Bug: all PanelViews register a tracker with the same name, so only the first one works
Fix: Use a unique number instead of the monitor number for the PanelName, because the monitor is not known in the constructor yet and it also can change later.
