fix: make $SNAP_DATA writable in intl hook

This patch makes the install hook chmod +w the $SNAP_DATA path so checkbox
can write to it without getting EPERMs. This is for instance needed for
SnappyRestartStrategy mechanics (warm/cold reboot tests).
